Spring Valley woman arrested after threatening to bomb city hall

Police have arrested a Spring Valley woman for allegedly threatening to blow up city hall.  40-year old Sherri Phillips was taken into custody Thursday after entering city hall and saying she planted bombs in the building.  A thorough search of the building was done with no devices being found.  City hall was not evacuated.  Phillips is housed in the Bureau County Jail, facing a felony charge of disorderly conduct.
